Assignment Title: Nigeria - Consultancy Services for Sediment Reuse and Sediment Management Strategy for Ibadan

ASSIGNMENT DESCRIPTION
The objective of this study is to develop local capacity in
Ibadan and Oyo State, Nigeria, to manage sedimentation in a sustainable and
efficient manner through understanding and assessment of sedimentation and sand
mining, proposing concrete framework for sedimentation management considering
potential PPP scheme, and support formulation of sedimentation management
strategy for the government of Oyo State.
The study will consist of a series of field and desk surveys
and subsequent feasibility study, formulation of sediment strategy conducted by
the consultant coupled with training activities. The specific objectives
of this study are to:
(i) Review all existing studies and
information, and understand and assess past/on-going/planned activities related
to sediment management.
(ii) Assess the feasibility of sediment reuse in Ibadan
through identification of sedimentation dynamics, identification of reuse
applications, market and financial study for reused materials, needs and costs
for sediment treatment, estimation of sediment quantalities, land and time
frame requirement, assessment of relevant local legislation, cost benefit and
economic analysis.
(iii) Propose and compare multiple schemes for
managing/regulating dredging and sand mining activities within hydrological
cycle (especially river and lakes) for ensuring expected functions of hydraulic
infrastructure including flood risk reduction including options for
treatment, public private partnership (PPP) framework for implementation.
(iv) Develop sediment management strategy for Ibadan which
shall include principles, legislative and regulatory framework, recommendation
of actions for sustainable sediment management, roles and responsibilities of
MDAs as well as private sector.
(v) Provide training in the process of the
planning/implementation of the pilot and of the formulation of the strategy, as
well as sustainable sediment management.
Due to the requirements of the assignment, it is expected
that the consultant will have extensive demonstrated capabilities in
assessment, planning and implementation of sediment reuse interventions,
supervising operation of sediment treatment plant, effective communication with
public and private sectors, conducting capacity development program for
sediment reuse. The firm should describe their capabilities and past
performance, preferably in Sub-Sahara Africa, in detail as part of their
technical proposal.

The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
