Metrô- SP Line Extension - Engineering Consultant

Line 1 Extension – São Paulo Metro (IFC C3P)

IFC’s C3P program is launching the selection of a technical engineering consultant to support IFC and the Granting Authority in structuring the PPP/concession for the Extension of Line 1 of the São Paulo Metro, covering both brownfield and greenfield segments.

The consultant will provide specialized engineering services across the three modules defined in the TOR:

  • Module 1 – Alignment Alternatives and Parametric CAPEX:
    Development and assessment of alignment options and preparation of parametric CAPEX estimates to guide the definition of the preferred solution.

  • Module 2 – Preliminary Engineering Design, CAPEX/OPEX, and Operational Studies:
    Preparation of the full preliminary engineering design, detailed CAPEX and OPEX estimates, operational simulation and microsimulation, and aerophotogrammetry.

  • Module 3 – Technical Annexes and Procurement Support:
    Drafting of the technical annexes to be embedded in the concession/PPP agreement, definition of SLAs and operational KPIs, and technical support during public consultation, clarification rounds, and the bidding process.

The selected firm must demonstrate strong experience in metro and rail engineering, proven capacity to deliver robust technical products for PPP structuring, and the ability to work collaboratively with IFC, the client, and other advisors throughout the assignment.

SUBMISSION REQUIREMENTS

The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
