CGAP VII Strategic Evaluation

CGAP is a global partnership of more than 30 leading development organizations dedicated to advancing the lives of people living in poverty, especially women, through financial inclusion.  CGAP is guided by a five-year strategy; its current strategy ("CGAP VII"; FY24-28) is working to strengthen responsible and inclusive financial ecosystems by elevating the focus of financial inclusion to broader development outcomes.

In each strategic cycle CGAP commissions an external evaluation of its work. Through this procurement announcement, we are seeking a vendor to design and conduct an evaluation of CGAP’s work during the CGAP VII Strategy period. The evaluation should be seen as a “Strategic Evaluation”, evaluating CGAP’s work to date throughout CGAP VII and offering insights for decisions related to CGAP’s future. The evaluation will serve the purposes of both accountability and learning. The primary objective of the evaluation is to assess CGAP’s ecosystem function and additionality in the context of a rapidly changing development landscape and increased competition from other actors. The findings from this evaluation are expected to: 

  • Assess the relevance of CGAP’s role in the inclusive finance and financial inclusion sectors, especially as the inclusive finance and financial inclusion landscape rapidly evolves, as well as the additionality of CGAP’s work. 
  • Assess how effective CGAP has been in acting as a thought leader and convener for the inclusive finance and financial inclusion sectors. 
  • Assess the impact and effectiveness of CGAP’s technical and knowledge sharing work. 
  • Provide big picture guidance for strategic decision making related to CGAP’s future.

SUBMISSION REQUIREMENTS

The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
