The World Bank Health and
Safety (H&S) Platform for the South Asia Region (SAR) has been under implementation since
FY22 and is continuing its focus on ensuring safe workplaces and construction
practices. The objective of the platform is to support the Bank, and clients
implement H&S requirements under the Environmental and Social Framework
(ESF) and its Standards ESS2 and ESS4 of the ESF, respectively, and to
eventually implement Bank-financed projects that are safe for workers and
communities and to attain zero fatality.
During the previous FY (FY
2025), India H&S platform supported the preparation of Construction Safety Manual
(the Safety Manual) for general high energy hazards that might be encountered
in India Projects. The Safety Manual includes frequently encountered high
hazard activities (work at heights, excavation and trenching, confined spaces,
electric hazards, lifting operations and crane safety, mobile vehicle
incidents, hot works, demolition and structural instability, soil stability,
working in congested areas, tree cutting in congested areas, sewer and
sanitation works) and the recommended critical controls.
This Phase 2 Assignment involves the Preparation of (I) addendums to the Safety Manual for specific sectors (Linear Infrastructure (roads, rails, power lines), Urban Sector Projects (water, sewerage, waste management), and Large Building Construction Projects), (II) preparation of H&S
specifications for the above sectors for inclusion in bidding documents, (iii) project specific
H&S support, and iv) delivery of ‘train the trainer’ to the SAR H&S
Focal Points. (The Consultant
is not expected to revise/rework the Safety Manual prepared under Phase 2). H&S Consulting firms with strong dedicated and certified H&S professionals/trainers, experience and presence across regions including in India are invited to express their Interest for the Phase 2 assignment.
