ASSIGNMENT DESCRIPTION
The World Bank funded Serbian Competitive AgricultureProject (SCAP) aims to strengthen Serbia’s agriculture through innovation,digitalization, and climate-smart practices, enhancing productivity,transparency, and resilience while promoting sustainable, modern farming.
The State of Israel, through its Ministries of Finance, and Agriculture, contributed to the FoodSystems 2030 Multi Donor Trust Fund(FS2030) to help World Bank and IFC clients advance digital technology and ag-tech ecosystems. The contribution aims to share Israel’s innovation and expertise to strengthen agri-food value chains by boosting productivity, transparency, and resilience while reducing emissions.
Consultant services are sought to support SCAP, in partnership with the Government of Israel, in piloting a capacity-building program for Serbia’s National Network of Agricultural Advisory Services (PSSS), the key link between farmers and innovation. The program will strengthen the PSSS by equipping advisors with advanced training and exposure to leading Israeli and global agri-tech practices, enhancing their ability to adopt and promote technologies such as precision farming, digital tools, IoT, and AI-based resource management, and enabling them to guide farmers in implementing modern agricultural solutions.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
