ASSIGNMENT DESCRIPTION
The objective of this consultancy is to support the design and rapid-cycle evaluation of a model of hybrid (virtual and face-to-face) teacher professional development for Early Childhood Education (ECE) teachers in Fiji. The selected consultants will work closely with the World Bank and local stakeholders to develop training and coaching content, test and evaluate the content in a face-to-face format, and test and evaluate a hybrid delivery format using digital tools. The outcomes of the pilot are expected to support the design of a pipeline regional operation, the Pacific Island Countries Teacher Upgrading and Resourcing for the Early Years (PICTURE) project. The pilot is financed under the Advisory Support for the Pacific Island Region in Education (ASPIRE) program of the World Bank, with funding support from Australia through the Department of Foreign Affairs and Trade (DFAT).
The pilot will be guided by the following principles:
-Locally Driven Intervention: Designed around Fijian needs and context, led by local stakeholders while integrating international research and best practices.
-Pacific Engagement Methodologies: Emphasizing culturally relevant approaches, such as Talanoa methods, to ensure meaningful engagement and authenticity.
-Capacity Building: Strengthening the skills of local and regional organizations in intervention design and program delivery by involving local and regional experts.
-Rigorous Research: Applying appropriate quantitative and qualitative methods to measure program impact.
-Diverse settings: Ensuring a diverse sample by including key preschool providers (government, faith-based, community), and remote islands.
-Regional Scalability: Generating lessons and evidence applicable to other Pacific Island countries, particularly for improving access in remote areas.

ELIGIBILITY
- Meet
legal requirements to be a World Bank vendor.
- Demonstrated
experience (10+ years) in developing and delivering teacher training programs,
preferably in low-resource settings.
- Proven
track record in implementing technology-enabled education programs.
- Experience
(10+ years) working in Fiji and similar Pacific Island contexts, and/or
collaboration with local providers.
***In the event that a firm does not have significant
(10+ years) experience working in the education sector in Fiji or other Pacific
Island Countries, it is expected that the firm will associate or engage project
staff with that experience.***
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. The Expression of Interest should be no more than five (5) single-spaced pages and describe the firm's ability to perform the assignment, including brief descriptions of similar assignments, experience in Fiji and/or other Pacific Island countries, and availability of appropriate skills among staff. CVs may be provided for up to three (3) key staff and are not counted against the page limit. Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
