Legal Consultant for Calle 80 Urban Road Project

The International Finance Corporation (“IFC”), a member of the World Bank, has been approached by the Agencia Regional de Movilidad (ARM) to act as transaction lead advisor for a brownfield PPP aimed at expanding, rehabilitating, and ensuring the long-term operation and maintenance of one of Bogotá’s most strategic western gateways: the Avenida Calle 80 corridor, between the Calle 80 Terminal and the Bogotá River, with extensions up to the Siberia intersection. The project seeks to enhance mobility and public transport quality along this highly congested corridor, which currently serves over 320,000 daily passengers, while promoting operational efficiency and climate-resilient infrastructure. 

The project is divided into two main modules.

Module 1: includes the expansion of the Medellín Highway with a third lane between the Bogotá River and the Siberia intersection, as well as the construction of a new three-lane bridge over the Bogotá River to connect with the ongoing Calle 80 interchange works. 

Module 2: covers the expansion and adaptation of approximately 7.7 km of corridor between Calle 80 and Siberia, incorporating exclusive BRT lanes, mixed-traffic lanes, pedestrian bridges, new stations, and complementary urban infrastructure, along with the relocation of the TransMilenio depot to new facilities near Siberia.

ELIGIBILITY

Eligibility restrictions apply:

  • The vendor must not be suspended, debarred, or declared ineligible by the World Bank Group, the United Nations, or any relevant international sanctions list.
  • For consortia, all members must meet the eligibility criteria.
  • The vendor must not have any actual or potential conflict of interest with the World Bank Group or IFC.
  • The vendor must not be listed on the Financial Action Task Force (FATF) blacklist or be based in a jurisdiction that is non-compliant with international anti-money laundering standards.

SUBMISSION REQUIREMENTS

The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
