Independent Mid-Term Review Food System 2030

 The Mid-Term Review will be the first independent evaluation of the FS2030 Umbrella Program to assess the program's design, implementation, and preliminary results since its inception in FY2021 through FY2025. It will review all core components, including analytical work, technical assistance, pilot projects, advocacy, and program management and consider how these elements interact to advance FS2030's objectives. As a formative, learning-oriented exercise, the review will not assess long-term impact but will focus on delivery effectiveness, the likelihood of achieving outcomes and lessons learned[1]. While the review will examine overall program performance, select case studies may be included to illustrate key themes across diverse geographies and contexts.

Broader Bank operations or external programs will only be considered where FS2030 has contributed or coordinated. The primary focus is on the FY21-FY25 period, with recent developments noted for context. Any data or attribution limitations should be clearly acknowledged.

The main audiences of the MTR are FS2030’s Donors, development partners, World Bank management, client countries, and the FS2030 PMT.

 In line with the World Bank Group's Directive, Umbrella Programs are evaluated at least every five years. FS2030 is now at approximately the midpoint of its implementation period. This Mid-Term Review (MTR) will be conducted by external, independent evaluation consultant(s) to be managed by the PMT on behalf of the PC. It is formative and learning-oriented aimed at sharpening FS2030's design, delivery, and catalytic positioning for the remainder of the program cycle.

The review has three core objectives:

    1. To assess whether FS2030’s design and operational model[2] are adequately implementing[3] a food systems approach and enable innovation, catalytic change, and strategic leverage at scale for food systems transformation.
    2. To assess performance to date, including implementation progress, and accomplishments for delivering results.
    3. To provide forward-looking recommendations based on emerging lessons to improve delivery, enhance organizational effectiveness, and position FS2030 for future prioritization, donor alignment, and fundraising.

SUBMISSION REQUIREMENTS

The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
