ASSIGNMENT DESCRIPTION
Under the UK-IFC MAGC REP, IFC is seeking a consultancy firm to conduct the Market Maturity Endline Assessment for South Africa, building on the 2020 Baseline Assessment (https://edgebuildings.com/wp-content/uploads/2023/11/IFC0077-2023-South-Africa-Green-Building-Market-Maturity-Sheet.pdf).The objective of the assignment is to gather and analyze South Africa green building market data and information for the years 2021-2025, characterize the current state of the South African building market and its development since2020 (baseline year), assess the contribution of IFC and the MAGC program specifically, through its investment and advisory support, to any observed market transformation, and conduct a forward-looking analysis on what it would take to mainstream green buildings in South Africa. Apart from contributing to publicly available market intelligence on green buildings, the endline assessment will also serve as a basis for IFC and the UK Government to assess the impact of the MAGC program in South Africa. To ensure consistency and comparability between the baseline and endline assessments, the firm is expected to apply broadly the same assessment framework that was used for the baseline assessment, with several new assessment dimensions added at endline, covering the following topic areas: energy and water consumption, overall building market size, GHG emission, green building market size, green building environmental impact, green building certification, green building finance, policies and regulations, capacity and skills, utilities (cost and subsidies),green building commercial impact, and certified green building market status. The Market Maturity Endline Assessment Framework will be outlined in more detail in the TOR that will be provided in the next stage of the procurement process.
The data collection methodology will depend on data availability, but the main data collection method is expected to be secondary(desk review). This entails the review of journal articles, market reports, market data, country laws and regulations, and statistical databases. To the extent possible, secondary research should be conducted to provide data, information and evidence on each item listed in the above framework. Where multiple data sources are available, secondary research data should be triangulated as needed. To a certain extent, the firm will also need to collect data through primary research, esp. key informant interviews with representatives from government entities, building sector professional organizations, financial institutions, building associations, and certification agencies. In this case, the vendor should ensure the primary data collected under this assignment is representative of the market context.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
