ASSIGNMENT DESCRIPTION
Background of the assignment
The World Bank has received a grant under the Quality Infrastructure InvestmentPartnership financed by the Government of Japan, which will finance twocore activities:
o Activity 2 – Adaptive RegulatoryFrameworks for Interoperable Data Platforms & AI and;
o Activity 3 – Design of a Multi-CloudInfrastructure for Secure Cross-Border Data Exchange & AI Applications.
Objective: To support the development of harmonised regulatory frameworks and a federated multi-cloud architecture that enables secure, cost-effective data exchange and AI applications across borders.
The selected firm will: (i) Draft
model regulations for data exchange, cloud use, and AI governance; (ii) Pilot
a cross-border digital/AI use case; (iii) Design
a federated multi-cloud architecture and governance model; (iv) Conduct
regulatory gap analysis and stakeholder consultations; and (v) Deliver
a comprehensive implementation roadmap and policy briefs.
4. This TA will support the design and early implementation of cross-border digitalinfrastructure initiatives under WARDIP SOP2 and other standalone countryoperations in the AFW region (RAPID-CI in Cote d’Ivoire, and possibly PANT inTogo).
Assignment objectives
The consulting firm will:
o Strengthen the legal and regulatory environment by preparing harmonized, internationally-aligned model regulations for dataexchange, cloud use and AI.
o Pilot a high-impact cross-border digital/AI use case that validates the proposed regulations.
o Generate a pilot plan for AI use cases, which will then be tested by the AI 4Development Lab, potentially leading to broader sectoral use case supportthrough the AI 4 Development Lab Sandbox.
o Design a federated multi-cloud architecture (technical & governance layers) that enables secure, cost-effective datasharing for public agencies and innovators across Benin and CIV.
The firm must demonstrate:
- At
least 7 years of experience in data/AI regulation and cloud architecture
in emerging markets.
- A
track record of similar multi-country assignments in Africa.
- A
multidisciplinary team including experts in digital policy, law,
economics, cloud architecture, AI, and stakeholder engagement.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
