The World Bank Transport GP is supporting, through technical assistance, the Government of Liberia in its efforts to develop a national tolling and axle load control policy to enhance the sustainability and climate resilience of its road assets. The assignment will assess the feasibility of tolling and axle load control systems in Liberia and develop a practical guidance for road asset management through innovative performance-based contracts for rehabilitation and maintenance.

In this context, the World Bank is seeking services of a consultancy firm for the following tasks:

  • Feasibility Assessment for Tolling and Axle Load Control Systems
  • Develop Draft National Tolling and Axle Load Control Policy
  • Preparation of a guidance document for road asset management

The consultants will assess opportunities to include gender elements in the feasibility assessment and policy development.  For the guidance note, the consultant will provide an opinion on whether recommendations have any positive or negative impacts on gender and whether gender is a relevant consideration in any of the assessments.  If it is, then gender will be taken into consideration.
