Development of a Climate-Smart Housing Improvement Framework – Cambia Mi Casa Program

The objective of this assignment is to provide technical assistance to the Ministry of Housing, City, and Territory of Colombia (MVCT) in developing a climate-smart housing improvement framework. The scope includes: (i) assessing current climate-related considerations in the government’s housing improvement program; (ii) benchmarking the current housing improvement program vis-à-vis international best practices in green housing improvement programs; (iii) developing climate-smart technical and operational guidelines to inform future housing improvement policy and programs; and (iv) while undertaking the above scope of work, supporting institutional development and knowledge on green housing improvement.

The selected firm will evaluate relevant regulations, technical standards, and implementation mechanisms to identify opportunities and gaps in integrating climate mitigation and adaptation measures—particularly passive and active design strategies, renewable energy, water efficiency systems, and green construction materials. The firm will deliver a comparative benchmark matrix aligned with international best practices and generate detailed recommendations to enhance the climate-resilience and sustainability of housing interventions in Colombia.

Based on the assessment findings, the firm will also prepare a set of climate-smart technical specifications and operational guidelines for the MVCT. These will guide the implementation of housing improvements aligned with Colombia’s National Development Plan (PND) and Nationally Determined Contributions (NDCs), supporting national goals of reducing GHG emissions and improving the quality of life for vulnerable populations. Consultations and workshops with MVCT and municipal stakeholders will ensure institutional ownership, validation of recommendations, and integration of the guidelines into the Ministry’s operational and policy frameworks.

The World Bank Group invites eligible firms to indicate their interest in providing the services.
