Legal and Technical Harmonization with EU regulations and practices in the Republic of Serbia

The Government of Serbia is currently taking pro-active steps to digitalize the logistics and transport operations, by aligning national practices with international standards and the European Union’s regulatory framework. Key instruments guiding this transformation include the Additional Protocol to the CMR Convention concerning the e-CMR, and the EU Regulation 2020/1056 on Electronic Freight Transport Information (e-FTI Regulation) aimed at streamlining digital information exchanges across borders. Effective implementation of these instruments necessitates legal amendments, technical assessments, stakeholder engagement, and system integration. The Ministry’s timeline for completing the legal process and initiating formal adoption is set for the end of Q1 2026.
Under the first project pillar aimed at Creating a favorable regulatory and policy environment for the sector, IFC is planning to assist the Ministry of Construction, Transport and Infrastructure (further referred to as the Ministry) with the development and promotion of legal and regulatory changes that align Serbia’s logistics and warehousing framework with EU requirements. More specifically, the project support under this assignment will entail the following activities: (i) review and draft legislative amendments to the Law on Contracts in Road Transport in coordination with a government-led Working Group; (ii) develop a Regulatory Impact Assessment of the draft law and legal explanation for ratifying the e-CMR Protocol; (iii) facilitate stakeholder engagement through carrying out workshops/roundtables; and (iv) conduct a study visit and a benchmarking analysis to learn and apply best practices from advanced EU Member States.

SUBMISSION REQUIREMENTS

The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
