Mozambique: Develop and test Information, Education, Communication (IEC) Materials
The World Bank intends to engage a consulting firm that will (i) map and analyze the pre-existing communication materials detailed above for the communication; (ii) develop and test scripts in the main languages ​​that will form the basis for radio dramas, USSD/IVR messages, and community theater; and (iii) produce the radio dramas and IVRs and evaluate their effectiveness in conveying the intended messages through a combination of pre-testing and evaluation methods. This will include assessing the material’s comprehension, appeal, acceptance, engagement, and ability to induce action. Community radio and community theatre are two channels of information and education which can disseminate key messages on key issues relating to health and physical and psychosocial development, particularly of children in early childhood, in a relatively efficient manner. Key messages can also be used by (community) radio to regularly underline the messages of radio dramas and community theatres and can be used in messages to be sent over the telephone network.

Assignment Title: Mozambique: Developing and Assessing Behavior-Change Information, Education, and Communication (IEC) Materials for Improving Food Security and Nutrition Among Most Vulnerable Population in Mozambique

ASSIGNMENT DESCRIPTION

The objective of this consultancy is to develop behavior-change scripts and radio dramas, IVRs (voice messages), USSD (interactive text messages) and evaluate their effectiveness in conveying the intended messages through a combination of pre-testing and evaluation methods in order to maximize the absorption/knowledge effect on food security and nutrition behaviors. The materials will serve as a contribution to the main communication materials for vulnerable populations existing in the country on nutritional status and food security. The intention is that the materials can also be used in post-emergency contexts, especially in cases of natural disasters, and that they focus on important and relevant topics such as protection, food security, hygiene and sanitation in post-emergency and low-resource situations.

The World Bank intends to engage a consulting firm or a consortium of firms that will (i) map and analyse the pre-existing communication materials that have been used in Mozambique for the intended objective; (ii) develop scripts for radio dramas, USSD/IVR messages, and community theatre in the most common languages in Mozambique; and (iii) produce the radio dramas and IVRs and, (iv) test and evaluate their effectiveness in conveying the intended messages and potential for behavioral change, through a combination of pre-testing and evaluation methods. The evaluation will include assessing the material’s comprehension, appeal, acceptance, engagement, and ability to induce action.

ELIGIBILITY

The selected company must have the following qualifications:

•             Proven experience in executing successful, multi-faceted behavior-change campaigns, and assessing their effectiveness. Experience in Mozambique or similar context is preferred.

•             Proven knowledge and understanding of the social development sector and the role of civil society, challenges and ability to extract actionable insights and recommendations.

•             Effective verbal and written communication skills, including the ability to present conclusions and recommendations to stakeholders at various levels.

•             Proposed methodological approach in accordance with the terms of reference.

•             Demonstrated commitment to high professional and rigorous ethical standards ethical safeguarding standards.

•             Experience in engaging with a diverse range of stakeholders, facilitating debates and ensuring all voices are heard.

•             Proficiency in English and Portuguese, both written and oral. Experience working in other local languages is preferred.

SUBMISSION REQUIREMENTS

The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
