Consultancy Services for Mainstreaming resilience in 14 Secondary cities of Punjab

Urban areas across Punjab, particularly its secondary cities, are increasingly vulnerable to climate-induced hazards such as flooding, water scarcity, and heatwaves. These risks threaten essential services, including Water, Sanitation, and Hygiene (WASH) infrastructure, exacerbating water scarcity, contamination, and public health concerns. Ensuring climate resilience in WASH systems is crucial for protecting communities and sustaining urban growth.

The purpose of this procurement is to engage a specialized consultant to conduct a Climate and Hazard Risk Assessment, Investment Planning for Resilient WASH Solutions, and Capacity Building for Urban Institutions. The consultant will assess vulnerabilities in existing infrastructure, develop climate-adaptive solutions, and train local stakeholders to integrate resilience into urban planning and WASH service delivery.

This assignment aims to enhance the resilience of WASH and drainage infrastructure in selected secondary cities in Punjab by addressing climate risks and institutionalizing sustainable urban planning. The specific objectives include: 


A.   Conduct a Climate and Hazard Risk Assessment

B.  Develop an Investment Planning Framework for Climate-Resilient WASH Infrastructure

C.   Build the Capacity of Urban Institutions to Integrate Climate Resilience

The selected consultant will be responsible for conducting a Climate and Hazard Risk Assessment, developing an Investment Planning Framework for Resilient WASH Solutions, and delivering Capacity Building and Training for Urban Institutions. These components are designed to provide a holistic approach to strengthening climate resilience in Punjab’s secondary cities by integrating risk assessments, infrastructure planning, and institutional capacity building.

ELIGIBILITY

Eligibility restrictions apply. The firm must:

  1. Be a tax-registered consultancy firm incorporated for at least five (5) years.
  2. Have demonstrated experience in delivering similar services, specifically proven experience in risk assessments, engineering designs, and training of public sector officials on at least 3 similar assignments.
  3. Have experience of working with relevant public sector agencies in Pakistan (federal, provincial, or local level) would be desirable. 
  4.  Have key staff with relevant qualifications and experience of offering similar services, and have completed similar projects of this scale and complexity.


SUBMISSION REQUIREMENTS

The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
