ASSIGNMENT DESCRIPTION
The GeospatialWomen’s Employment Analytical Framework (GeoWEAF) wasdeveloped by the World Bank Group’s Geospatial Operational Support Team (GOST)to evaluate geographic areas based on their level of support for enablingwomen’s employment and business opportunities. It comprises 15 key spatialfactors, organized into three dimensions: Contextual, Accessibility, and PlaceCharacterization.
Developedby the World Bank, the Gender Enabling Environments Spatial Tool (GEEST) is aQGIS plugin developed for the practical implementation of GeoWEAF
The objective ofthis assignment is four-fold. Firstly, a series of enhancements are necessaryfor improved analytics for selected GEEST indicators, that would result in amore accurate WEE score.
Secondly, the GEESTtool will be updated to allow for analysis at different scales: regional,national and local. Each choice will have implications on the indicators thatare computed for deriving WEE. The Regional analysis will allow for large-scaleanalysis and will be compatible with the S2S database. GEEST should be able toconsume S2S data and provide outputs aggregated at H3l6 index level. Thenational level indicators would mostly retain the current analysis with someexceptions, as indicated below. Lastly, the local (urban) level indicators willhave their own distinct thresholds which must be reflected in the tool.
Thirdly, GEEST mustbe improved to support users with the data collection process and with datafiltering based on urban/rural settings.
Lastly, theconsultant is expected to provide Operation and Maintenance support to theproject team for 12 months, to ensure that any bugs or issues identified uponpublic launch of the tool are fixed.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
