ASSIGNMENT DESCRIPTION
The Japan-World Bank Program for Mainstreaming Disaster Risk Management in Developing Countries for Global Resilience (The Japan Program) is a major World Bank partnership with the Ministry of Finance, Japan. Established in 2014, the objective of the Japan Program is two-fold: to mainstream DRM in developing countries, and to connect global and Japanese expertise in DRM with developing countries and intonational development planning and investment programs in World Bank member countries, financed by the World Bank.
The Japan Program is managed by the Tokyo DRM Hub and is an associated Trust Fund of the Umbrella Trust Fund the Global Facility for Disaster Reduction and Recovery (GFDRR) of the World Bank. GFDRR was established in 2006 to mainstream Disaster Risk Management into World Bank operations and into the development agenda of the World Bank member countries. The World Bank Tokyo DRM Hub seeks a firm to lead and implement the review of the Japan-World Bank Program for Mainstreaming Disaster Risk Management in Developing Countries, which includes the Completion Review (Phase 2 CR) of the Second Phase Single-Donor Trust Funds (TF073236) and, the Mid-Term Review of the Third Phase Single-Donor Associated Trust Fund (TF73971).In addressing the review objectives, the review consultant(s) will use relevant OECD Development Assistance Committee (DAC) evaluation criteria of effectiveness, efficiency and relevance.
The overall objectives of the proposed Completion and Mid Term Reviews are to:
·Review progress and achievements of the Program and its sub-activities against the Program’s objectives.
·Assess the need for any refinement of operational processes and governance arrangements to improve the management of the Japan-World Bank Program particularly for the ongoing Phase 3; and
·Assess success factors, and lessons learnt from the Program to inform planning of the potential future next phase of the Program.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
