2025 CSO ADVISORY FRAMEWORK AGREEMENTS

Established in 1956, the International Finance Corporation (IFC) – a member of the World Bank Group – is the largest global development institution focused on the private sector in emerging markets.

Special Operations Department (CSO) of IFC deals with working out distressed investments of IFC. The objective of procurement is to seek qualified Contractors with expert knowledge, skills and manpower in support of CSO decision making during times of increased workload. The qualified Contractors will be invited to enter into Framework Agreements (FA) and the specialized restructuring services will be procured by two contracting forms:

i. “Time and Materials” - provision of consulting services while being part of CSO project team (“unbranded deliverables”) and

ii. Provision of specific reports and services, that are needed in the course of a restructuring and labeled by the Contractor (“branded deliverables”).

Selected Contractors are expected to provide services to IFC in ALL regions of IFC operations. 

Respective FAs will be concluded for a period of 5 years (with 2-year extension option at IFC discretion).

SUBMISSION REQUIREMENTS

The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Please note that a full proposal is not required at EOI stage but a statement of interest only with indication of required qualifications - the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
