ASSIGNMENT DESCRIPTION

The World Bank Task Team is looking for a consultant firm to assess Albania current PFM system gaps and prepare an evolution roadmap, including businesses processes, functional requirements and technology upgrade. More specifically, the selected firm will :(i) undertake an assessment of the Public Financial Management (PFM) ecosystem at the central and subnational levels, focused on the Albania Financial Management Information System (AFMIS) and Public Investment Management Information System, (ii) prepare evolution roadmaps from a conceptual, business processes, and technological point of view; and (iii) prepare a set of functional, business and technological requirements to inform the upgrade of the central AFMIS and the design and roll-out of the local AFMIS.

SUBMISSION REQUIREMENTS

The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments with certificates of completion, experience in similar conditions, availability of appropriate skills among staff; CV and proofs of qualification of key staff). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

Expressions of Interest should be submitted, in English, electronically through WBGeProcure RFx Now

The Consultant firm should possess the following qualifications: 

§  At least 10 years of practical experience advising countries on PFM and in the design and implementation of PFM projects.

  • At least 2 similar contract(s) successfully carried out within the last five years with certificates of satisfaction issued by the employers.
  • At least 4 key staff with necessary qualifications and experience to run and manage and the assigned project.

§  Proven track record of providing technical advice on design and implementation of Public Financial Management (PFM) information systems for Ministries of Finance.

§  Experience in customization, utilization, and maintenance of PFM information systems, ICT infrastructure and software/hardware solutions will be considered as an advantage.

The Consultant staff engaged on this assignment should have at least one team leader and four core technical staff with the following qualifications (1) a Team Leader and PFM/Integrated Financial Management Information Systems (IFMIS) Specialist (International), PFM Functional Expert (International), Public Investment Management (PIM) Functional Expert, IFMIS Business Processes Expert, IFMIS ICT Expert (International). More details on the key staff qualifications are available in the Terms of Reference attached.

The Consultant team will be mostly working in Tirana and will also visit selected local governments when needed.

 

NOTES

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Expressions of interest to be submitted from interested consultants will be assessed in order to determine a shortlist comprising the most qualified consultants. The criteria to be used for shortlisting will be the following:

  • ü  Relevant experience and qualifications in the field of assignment.
  • ü  Qualifications and availability of key staff.
  • ü  information on the firm’s core business and years in business.
  • ü  Technical and managerial capabilities of the firm.

Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
