ASSIGNMENT DESCRIPTION

Support the World Bank in the following activities:
A) Implementing the Utility of the Future Program with a second group of up to 15 utilities under the Western Balkans Project.
B) Providing technical advisory services to assist the World Bank in supporting this second group of utilities during the 1-year mentoring program.
C) Delivering in-depth support and capacity building for up to 5 selected utilities in the Western Balkans.

FUNDING SOURCE

The World Bank Group intends to finance the assignment / services described below under the following:

ELIGIBILITY

Consultant Qualification and Requirements

The assignment requires a firm, utility, or water operator (The Firm), which can demonstrate a minimum of 10 years of, utility advisory, management and/or utility operation. The specific experience should include the following:

§  Direct experience in the water utilities sector (operation of water supply and sanitation systems and commercial management of water utilities) or under contracts in the role of operator, or management contractor (subcontractor) for at least the last five (5) years prior to the applications submission deadline, and with activity in at least nine (9) months in each year.

§  Minimum five (5) years’ experience in the following key activities:

o   Operation and maintenance of water supply and sanitation utilities

o   Commercial management of water utilities, including billing and collection systems

§  Experience in institutional strengthening support and improvement plans to water supply and sanitation utilities, including development of long-term business and investment plans.

§  Specific experience in the region will be considered an advantage

SUBMISSION REQUIREMENTS

The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
