ASSIGNMENT DESCRIPTION
The Royal Government of Bhutan received a grant of approximately US$5 million from the World Bank for the project titled “Strengthening Risk Information for Disaster Resilience in Bhutan” (the RIR Project). The objective of the project is to enhance Bhutan’s capacity for risk-informed decision making and development planning in targeted sectors. The project has three components as follows:
- Component A. Development and Piloting of a Multi-Hazard Risk Decision Support System
- Component B. Strengthening Hydromet and Agromet Services Delivery
- Component C. Professionalization of Construction Industry for Green and Resilient Infrastructure Development
The Department of Human Settlement (DHS) under the Ministry of Infrastructure and Transport(MoIT) has revised the Building Regulation under Component C in 2023, and plans to revise the Bhutan Building Code 2018 to strengthen the structural codes and promote energy and water efficiency by June 2026.
The construction of buildings in Bhutan is guided by the Building Code 2018, Building Regulation2023, and Green Building Design Guidelines 2013. The Building Regulation 2023enforces relevant codes and guidelines that promote energy efficiency, climate resilient and disability inclusive buildings. It prohibits the use of hazardous construction materials including those with a high global warming potential such as Chlorofluorocarbons, Hydrochlorofluorocarbons and Hydrofluorocarbons. However, the Green Building Design Guidelines 2013 is generic in nature and does not provide specific guidance on energy and water efficiency measures.
The World Bank is seeking to hire a consultancy firm for a comprehensive Mapping Study of Bhutan's Green Building Sector. The assignment's primary goal is to evaluate the existing building stock in terms of the typologies, their building specifications, their energy and water consumption patterns, growth trends and a detailed technical survey of selected buildings.
The project will be structured around the following core work streams:
·Building Stock Study: This involves getting macro level data on the number and area of different types of buildings that have been commissioned over the last decade. This also involves studying the water and energy consumption data at a macrolevel.
·Building Growth Trend Study: This involves studying the growth trends of the building industry and making projections regarding the near-term forecast of building growth.
·Technical Survey of Buildings: This involves conducting a deep-dive study of selected existing buildings in terms of building specifications and their energy and water consumption patterns.
·Industry and market capacity assessment: This involves identifying locally or regionally available, technically feasible, and cost-effective green building technologies and materials for the development of technically and financially viable green building codes in Bhutan.
·Green Building Codes: Recommendations for the revision of the Bhutan Building Code based on all the work streams mentioned above.
The assessment aims to pinpoint sector opportunities, drivers, challenges, and emerging trends. It also seeks to evaluate the policy, regulatory, and institutional framework for green building to identify barriers hindering uptake. Additionally, it will analyze the current market state, expected growth, and evolution up to 2030.
This comprehensive assessment will enable the World Bank to evaluate the maturity of the green building market and the enabling environment for its uptake in Bhutan. Market information collected across various dimensions will provide a complete picture relevant to main stakeholders, regulatory aspects, and available financial instruments.
The project builds on IFC’s EDGE Green Building Program (Excellence in Design for Greater Efficiencies), a highly successful initiative which includes work on the launch of the simple, affordable voluntary EDGE certification program (see http://www.egebuildings.com/).The project will partner with DHS to support the revision of the Building Codesto promote green buildings, provide capacity building and awareness raising on green building and EDGE certification, develop green building professional skills, and support increasing the certified green building stock in Bhutan.

ELIGIBILITY
Eligibility restrictions apply:
- Strong proven knowledge of Bhutan’s and South Asia’s construction
sector for energy and water efficient buildings;
-
Ability to deliver
clear and concise reports within deadlines in excellent quality and
professional language, supported with graphics and charts.
- Deep understanding of government agencies in Bhutan, their
building programs and regulatory framework, and green building policies and
codes;
- Ability and network to reach out to different
stakeholders in Bhutan and South Asia;
- Proven experience in conducting similar primary and secondary
market research activities
- Proven experience in developing green building codes for both developed
and developing countries;
- Track record of
designing green buildings in both developed and developing countries;
- A local presence on the ground to undertake primary research and
client-facing activities. In case of any, local partners/ team members must be
identified and included in the Proposal;
- Experience working with international development organizations
such as the World Bank;
- Fluency in English and Dzongkha is required
among the Consultant's team members.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
