Recruitment of a Specialized Data Firm for supportEnhancing Data Warehouse Insights and Security of the CENTER FOR SOCIALRESEARCH AND STUDIES (CRES) and support strengthening THE AMEN SOCIAL REGISTRYFOR THE MINISTRY OF SOCIAL AFFAIRS (Mosa) in TUNISIA
The World Bank is seeking a qualified and experienced data firm to support the enhancement of data warehouse insights and security for the Center for Social Research and Studies (CRES) and to strengthen the AMEN Social Registry for the Ministry of Social Affairs (MoSA) in Tunisia.
The selected firm will:
- Enhance CRES's data collection processes and data warehouse structure.
- Build capacity in modern data analysis and facilitate high-quality socioeconomic evaluations.
- Evaluate and improve the data quality of the AMEN Social Registry.
- Ensure data security and establish data governance frameworks.
- Provide training in data analysis and visualization tools like Power BI.
Key Missions:
Improvement of CRES's Data Warehouse Insights:
- Audit and enhance data processes.
- Identify new data needs and develop dashboards for key indicators.
- Improve data collection, cleaning, and storage processes.
Improvement of CRES's Data Governance and Security:
- Assess and enhance organizational structure and data security policies.
- Develop a comprehensive data governance strategy and action plan.
Capacity Building of CRES, MoSA, and CNSS Teams:
- Conduct tailored Power BI training sessions.
- Provide post-training support to enhance developed dashboards.
Improvement of the AMEN Social Registry Quality of Insights:
- Conduct data quality assessments and discrepancy analysis.
- Develop a proof-of-concept dashboard for detecting errors, fraud, and corruption.
Qualifications:
- Minimum of 5 years of experience in data management, governance, and security.
- Successful completion of at least 3 Business Intelligence projects.
- Proven experience in fraud detection and data quality improvement.
- Experience in conducting field surveys and capacity building.
- Familiarity with working with public sector institutions in Tunisia and international donors is a plus.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
