RECRUITMENT OF A COMMUNICATION CONSULTANCY AGENCY TO SUPPORT THE MoSA IN THE AMEN SOCIAL PROGRAM

The World Bank, in collaboration with the Ministry of Social Affairs (MoSA), is launching a call for proposals to recruit a communication consultancy agency. The selected agency will support the MoSA in developing an integrated communication plan and strengthening its monitoring and evaluation (M&E) capacities to ensure optimized and impactful implementation.

The consultancy agency will play a key role in structuring and implementing this plan, ensuring alignment with the ministry's objectives and operational requirements.

The World Bank, in collaboration with the Ministry of Social Affairs (MoSA), is launching a call for proposals to recruit a communication consultancy agency to support the implementation of the AMEN Social Program.The consultancy agency will be responsible for preparing an operational communication plan and for strengthening MoSA’s monitoring and evaluation (M&E) capacities. The goal is to ensure that communication activities are inclusive, accessible, and impactful, reaching vulnerable populations and aligning with government priorities.The contract includes the following main components:

    •     Design of a communication plan
    •     Support for its progressive implementation
    •     Development of performance indicators and reporting tools
    •     Contribution to the Terms of Reference of a second implementing agencyEligible firms must demonstrate experience in institutional communication, M&E, and social inclusion. The agency will be expected to coordinate with MoSA, the World Bank, and future field actors (NGOs, media partners, etc.).
