OBJECTIVES
The MRV capacity building program is designed as two separate segments aiming at (i) providing domestic oil and gas producers with the necessary competencies and tools to reliably measure and report their methane emissions and (ii) enabling the regulator, NUPRC, to verify the quality of the emissions reports received
SCOPE
The key tasks to be carried out as part of the MRV capacity building program comprise the below. It is expected that by preparing and delivering the trainings, the Consultant combines, i) international best practices, ii) its knowledge of the existing Nigerian legal/regulatory and sector/country context and requirements, and iii) its local knowledge of the specific challenges faced by domestic oil and gas producers in meeting the regulatory objectives.
The World Bank’s Global Flaring and Methane Reduction (GFMR) partnership is looking for a qualified consultant to develop and deliver a capacity building program for Nigeria. The capacity building program will cover Measurement, Reporting and Verification (MRV) of methane emissions from the oil & gas sector and will target local oil & gas operators and the sector regulator.
