ASSIGNMENT DESCRIPTION
The World Bank, in coordination with Empresa de los Ferrocarriles del Estado (EFE) in Chile, invites expressions of interest from qualified consulting firms to support the development of a comprehensive strategy to enhance non-tariff revenues and land value capture (LVC) in the national railway system. This initiative is central to EFE’s broader objective of improving financial sustainability and operational efficiency while integrating transit-oriented development (TOD) principles into its real estate and railway operations.
The consultancy will deliver a strategic roadmap and implementation tools that enable EFE to unlock the potential of its underutilized land assets, expand non-fare revenue streams, and develop TOD/COD (Cargo-Oriented Development) initiatives around key railway stations. The outputs will include a technical diagnostic, policy and institutional analysis, site prioritization, implementation roadmaps, and the development of procurement frameworks and capacity-building activities.
Scope of Work:
1. Diagnostic of Non-Fare Revenues of EFE
The consultant will assess the existing non-tariff revenue sources within the Chilean railway system, including concessions, advertising, real estate, freight, and digital services. The analysis will review financial performance, contractual structures, and stakeholder engagement, and benchmark EFE’s performance against global best practices. This will identify gaps, underutilized assets, and institutional inefficiencies, forming the basis for strategic recommendations to increase commercial revenue generation.
2. Data Collection and Ecosystem Mapping
A spatial and institutional ecosystem for EFE will be constructed through geospatial data collection(provided by EFE) and a detailed desk review. This includes compiling and mapping land ownership, land use, floor space index (FSI), environmental constraints, demographic profiles, employment density, transport access, road and pedestrian networks, housing availability, and key activity centers. A geodatabase will be developed to enable informed decision-making on land redevelopment potential. Simultaneously, a comprehensive desk review of policy, planning, mobility, housing, and institutional frameworks—both national and international—will identify the regulatory conditions enabling or hindering TOD and LVC strategies in Chile.
3. Site Identification and Pilot Roadmap Development
Using the geospatial and institutional analysis, the consultant will identify high-potential sites for piloting TOD and LVC. The task includes defining catchment areas, assessing infrastructure capacity, real estate market dynamics, and developing case studies of relevant TOD initiatives. Institutional and regulatory conditions will be mapped for each shortlisted pilot. Based on this analysis, the consultant will prepare a practical, phased roadmap for implementing three pilot projects. This roadmap will detail development typologies (e.g., mixed-use, logistics, commercial), implementation modalities (e.g., PPPs, joint ventures), timelines, infrastructure needs, and risk management measures, ensuring alignment with rail operational and capacity constraints.
4. Strategy for Additional Non-Fare Revenue Opportunities
Beyond TOD and LVC, the consultant will identify new and innovative non-fare revenue models applicable to the Chilean context. These may include digital monetization, asset sharing, corporate partnerships, and commercialization of value-added services. The consultant will propose an optimization strategy to maximize current and emerging non-fare revenue streams, including a review of contract structures, efficiency gains, and regulatory adjustments to facilitate implementation.
5. Implementation Planning and Capacity Building
To enable the practical execution of the roadmap, the consultant will draft Terms of Reference (ToRs) for each recommended pilot and initiative, detailing scope, timelines, implementation modalities, and financing options. The ToRs will align with EFE’s organizational structure and identify potential partners for execution. In parallel, the consultant will conduct capacity-building workshops with EFE leadership and municipal stakeholders to raise awareness of the strategic, legal, and financial dimensions of LVC and TOD, and ensure institutional alignment for implementation.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
