Assignment Title: Road Safety Technical Assistance and Capacity Building for Bolivia

ASSIGNMENT DESCRIPTION
The main objectives of this assignment are to conduct a diagnostic of road safety leadership and the regulatory framework in Bolivia, and to develop and implement a capacity-building program in road safety engineering and the trucking sector. These tasks will result in a series of technical reports for the World Bank team, including a road safety leadership and regulatory framework diagnostic report of the Government’s capacity, a framework and guidelines for road works safety for World Bank-financed project works, along with dissemination activities.
The activities envisaged will help inform World Bank projects and will directly support the Road Sector Climate Resilience Program SOP-1 (RSCRP, P180770) through (a) road safety engineering capacity-building efforts, which, in the short term, can significantly benefit the physical interventions and feasibility studies of the project; and (b) capacity building of the trucking sector, including the promotion of safe practices and behaviors among contractors in the project.
The current assignment aims to engage a consultant firm (the consultant) to fulfil the services described in this document. The consultant will be responsible for providing comprehensive services that include diagnostics, reports, capacity building, and training, which are further detailed in section “E. Outputs/ Deliverables” of the TORs:
The overall scope of the assignment includes:
(i) Conducting a diagnostic of road safety leadership and the regulatory framework in Bolivia, including assessing the current state, identifying key entities, analyzing coordination mechanisms, reviewing existing regulations and providing road safety leadership training. This activity will also include developing recommendations for the Government of Bolivia based on the diagnostic conducted.
(ii) Developing and implementing a capacity-building program in road safety engineering, which involves conducting a needs assessments, developing and adapting training materials, reviewing academic curricula, and delivering technical training programs. This activity will also include developing recommendations regarding the academic curricula analyzed.
(iii) Enhancing the capacity of the trucking sector with a focus on road works safety by reviewing local practices especially in World Bank roads projects, developing a framework and guidelines for road works safety, and providing training and hands-on capacity building for contractors.

ELIGIBILITY
Eligibility restrictions apply:
The consultant firm is expected to have:
- Experience in working on roads, in particular road safety in low- and middle-income countries (mandatory), preferably prior experience working in Bolivia or South America region;
- Experience on working on road safety management and regulations, in particular in low- and middle-income countries. Preferably, prior experience in conducting road safety capacity/data reviews at national level;
- At least one senior expert with strong background in training, capacity building, and pedagogy related to road safety engineering;
- Strong background in road safety engineering, with expertise on work zone safety, ideally an expert who has delt with this work from the Contractor side;
- Team members with relevant expertise and knowledge in a wider range of areas related to road safety (such as: institutional/public health/enforcement/governance/post-crash care);
- At least one local expert (mandatory);
- At least, fluency in the English language (mandatory) is expected from the Team Leader whereas Spanish is expected (mandatory) from team members that will deliver the training sessions.
Minimum team composition desired:
- Team Leader: International expert in road safety management and leadership, with over 15 years of relevant experience, who will lead all tasks under these TOR and report to the World Bank team;
- Team Member 1: Expert in training, capacity building, pedagogy related to road safety engineering, with over 10 years of relevant experience, to assist in the delivery of tasks under these TOR;
- Team Member 2: Local expert in road safety engineering, with over 10 years experience in road safety engineering, to assist in the delivery of tasks under these TOR;
- Team Member 3: Expert in work zone safety/trucking, with over 10 years relevant experience, to assist in the delivery of tasks under these TOR;
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
