The Scaling up
Climate Finance through the Financial Sector Project (30 x 30 zero program) is
one of the IFC’s key climate finance advisory initiatives. It aims to
significantly increase private sector funding for climate mitigation and
adaptation projects in the Philippines in alignment with the country’s
Nationally Determined Contribution (NDC) targets.
To effectively
utilize the Philippine capital market for climate project funding and support
the country's NDC, it is essential to develop and promote thematic financial
instruments among market participants. This involves creating a tailored guide
for public and private stakeholders to raise awareness, enhance understanding,
and provide direction on sustainable capital market instruments. Thus, IFC seeks to hire an
external consulting firm that will assist in developing the Sustainable
Capital Markets Instruments Handbook. The Handbook will cover various
thematic capital market instruments, including their overviews, the country
benchmarks and standards, a step-by-step guide for preparing and executing
successful thematic capital market issuances, detailed case studies, and
reference materials. It will be designed for use by potential issuers,
investors, arrangers, rating agencies, external reviewers, and other intermediaries
and stakeholders in the capital market.
ELIGIBILITY
·
Extensive consulting expertise and a
demonstrated track record of successful development of reports, guidelines,
policies, strategies, and handbooks related to Climate/Sustainable finance,
particularly emphasizing the capital markets in developing countries;

Understanding of sustainable capital market
conditions in global, regional, and national contexts especially in emerging
markets;
·
Proven track record on successful completion of
similar assignments;
·
Strong knowledge in climate/green finance,
sustainable development, banking, and capital markets and knowledgeable on
related best practices;
·
Extensive understanding of corporate sectors and
domestic capital market landscape;
·
Well-developed client relationship skills and
sensitivity in dealing with the Philippines government authorities, the
regulators and local market stakeholders;
·
High level of written skills in English;
·
High level of technical skills in conducting
research, policy review, and documentation.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate
their interest in providing the services. Interested firms must provide
information indicating that they are qualified to perform the services (brochures,
description of similar assignments, experience in similar conditions,
availability of appropriate skills among staff, etc. for firms; CV and cover
letter for individuals). Please note that the total size of all attachments
should be less than 5MB. Firms may associate to enhance their qualifications
unless otherwise stated in the solicitation documents. Where a group of firms
associate to submit an EOI, they must indicate which is the lead firm. If
shortlisted, the firm identified in the EOI as the lead firm will be invited to
the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified
firms will be formally invited to submit proposals. Shortlisting and selection
will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited
to participate in the RFP phase. No notification or debrief will be provided to
firms which have not been shortlisted.
