Objectives
For this activity, a consultant is sought to advise the RMI on plans and policies for deploying e-mobility with country-tailored analysis of feasibility, economic viability, and environmental impacts based on the WB’s early studies.
Scope of Work
The consulting firm will be responsible for the following task:
- Analyze the status of RMI’s e-mobility environment and develop policy interventions to accelerate e-mobility uptake in RMI, based on WB’s previous studies. This task should cover the analysis of regulatory, technical, infrastructure and commercial barriers to the deployment of e-mobility and suggest solutions to address the identified hurdles. Items to be addressed may include:
- Conduct an evaluation of the technical and financial performance of existing EV pilots in RMI (including installed charge stations with type 2 connectors), and identify technical, economic, and financial support required for enhancing the feasibility of the pilot projects.
- Prepare a summary report incorporating the results and findings of the above technical assistance activities. The summary report needs to be submitted and shared with PIC stakeholders during the PIC EV working group meeting in October 2025.
- Support the WB on a regional e-mobility workshop in a PIC. The workshop will mainly address lessons learned from the assignment. The WB team plans to hold the workshop back-to-back with a regional Energy Efficiency workshop, collaborating with the Pacific Community (SPC) Pacific Center for Renewable Energy and Energy Efficiency (PCREEE).
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
