Assignment Title: Innovative approaches to improve private sector engagement in Gujarat
for enhanced pandemic prevention preparation and response

ASSIGNMENT DESCRIPTION
The overarching objective is to study options for enhanced private sector engagement in pandemic prevention, preparedness and response (PPR) in the State of Gujarat building on ongoing initiatives and explore potential new approaches.
There are three different tasks and objectives as outlined below:
1. Task 1: Document the Integrated Disease Surveillance System in Shanti gram Housing Society, Ahmedabad:
·Detail the process of developing the surveillance system, including stakeholder engagement and institutional mechanisms.
·Identify innovations and challenges in reporting various surveillance information and use of the data including promotion of community led initiatives for prevention.
·Analyze surveillance information over a period of 6-12 months applying both quantitative and qualitative tools to assess the system's effectiveness.
·Provide recommendations for improving the existing system and document key lessons to promote this approach as a model for replication in other urban housing societies.
2. Task 2: Conduct a Process Evaluation of the collaborative Integrated Disease Surveillance involving both public and private sectors in Surat Municipality.
·Identify key enablers that contributed to the successful partnership building.
·List factors including trust building measures that ensured sustained reporting by the private sector
·Mechanisms being used to provide feedback to the private sector
·Document lessons emerging for wider application especially in metropolitan disease surveillance
3. Task 3: Develop a Model for Involving Private Sector Laboratories in Disease Surveillance:
·Engage with key stakeholders, including private laboratories and the health department, to develop the model.
·Implement the model for surveillance of specific conditions as per the IDSP norms and ensure reporting to the IHIP portal in one district.
·Evaluate the model's effectiveness over a period of 6-12 months.
·Document the key lessons and provide recommendations for improving private laboratory participation in disease surveillance.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
