ASSIGNMENT DESCRIPTION
The Governmentof Madagascar signed on April 9, 2023 the Financing Agreement for the Digitaland Energy Connectivity for Inclusion in Madagascar (DECIM) project.
This project,funded by the International Development Association (IDA) and scheduled to last5 years (2023 – 2028), aims to expand access to renewable energy and digitalservices, with a focus on the inclusion of underserved communities.
The projectadopts a coordinated approach to capture synergies in the mutual deployment ofenergy infrastructure and services and Information and Communication Technology(ICT). Energy is an enabler of digital development and vice versa.
For itsimplementation, the project will intervene among other things on thedevelopment of energy and digital infrastructures, in particular:
- solar power plants to hybridize the isolated thermalcenters of JIRAMA (the national electricity company);
- telecom towers to expand broadband coverage in ruralareas;
- mini-grids and nano-grids in rural areas;
- off-grid solar systems to electrify public schoolsand Basic Health Centers;
- digital connectivity and IT equipment for publicschools and Basic Health Centers;
- affordable solar kits for underserved communitiesand marginalized groups;
- digital devices (e.g. smart feature phones,smartphones) for underserved communities and marginalized groups;
- IT equipment and devices for digital literacycampaigns, and digital skills trainings.
The project thusprovides incentive measures (dedicated funds, public subsidies catalyzingprivate sector investment, etc.) to encourage the private sector to invest inthe development of these infrastructures.
The contractualmechanisms and solutions relating to the development of these infrastructuresmust therefore consider the management of the equipment of these installationsat the end of their life, including solar waste and electronic waste fordigital and IT equipment.
Specificemphasis under the project is placed on the management of e-waste, whetherelectrical or electronic devices, including but not limited to solar panels,batteries, IT equipment, and peripherals, that have reached the end of theiruseful life cycle, and the development of adequate recycling processes involvingthe safe recovery, repurposing, and disposal of hazardous and non-hazardousmaterials in accordance with international best practices and environmentalstandards.
Thus, the WBwith the PPIAF trust fund is seeking to select a Consultant to proposecontractual mechanisms and solutions to ensure the recycling of solarinstallations and digital equipment in support of the implementation of theDECIM project, in alignment with the Electrical and Electronic Waste ManagementPlan (EEWMP) of DECIM’s Environmental and Social Management Plan.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
