ASSIGNMENT DESCRIPTION
The Matenggeng Pumped Storage (MPS) plant will be the second pumped storage project in Indonesia after the Upper Cisokan Pumped Storage (UCPS) power plant with an expected total generating capacity of 943 MW, and is located in Cijolang River Basin (a tributary to Citanduy River) in West Java, about 300 km southeast of Jakarta. During off-peak hours, the MPS plant will use electric energy from the grid to pump stored water from the lower reservoir to the upper reservoir. During peak hours, the Project will generate electric energy, to cover the peak demand in the Java-Bali grid system, by conveying the stored water in the upper reservoir to the lower reservoir through hydraulic turbines. The generated power will be evacuated by double circuit 500 kV transmission lines connecting to the existing 500kV transmission grid.
The objective of this assignment is to evaluate the economics of pumped storage hydropower (PSH) developments in Indonesia and the MPS plant, alongside the regulatory and institutional framework as well as market conditions, which is necessary to build an enabling environment for the PSH development. The assignment should consider alternative business PSH scheme, particularly those that could be used to stimulate the development the MPS project. Particular emphasis will be placed on practical outcomes for economic value and financing approaches for developing PSH in Indonesia.

The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
