ASSIGNMENT DESCRIPTION
The purpose of this assignment is to conduct a reviewof all effective public policy documents: strategies, programs, and actionplans, adopted by Government of Serbia by December 31, 2024 and entered in UISby January 31, 2025, and to identify measures and activities within thosedocuments with impact on BE.Furthermore, private sector recommendations forimprovement of BE shall be identified from various sources, structured in an unifiedform, and analyzed with the purpose to match those recommendations withpreviously identified public policy measures and activities.The work should be performed in two parallel streamsof activities.
Underthe Stream1,the Consultant will analyze all effective public policy documents entered intoUIS in order to identify reform measures and activities with impact on BE and tagthem in UIS. Based on this experience and relevant regulation, the Consultantwill draft guidelines aimed at helping public servants identify measures andactivities with impact on BE in process of developing new PPDs.
Under theStream 2,the Consultant will analyze policy recommendations from the private sector to identifyones that could be matched with public policy measures and activities (from thepool of measures/activities with impact on BE) and enter this information in UIS.

- The Consultant should be a local firm registered in Serbia
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
