ASSIGNMENT DESCRIPTION
This note sets out the Terms ofReference for city-level diagnostics assessing flood hazard and risk at theneighborhood level and lower, identify pathways for strengthening climateresilience in urban planning and upgrading in Somalia. The study will targetthe two cities of Mogadishu and Hargeisa as these cities are rapidly urbanizingand are routinely plagued by climate hazards without a clear strategy for building resilience against these shocks. Itaims to enhance resilience to a broader range of shocks, establish strongerlinks to urban and land use planning, and implement actions and risk managementstrategies that protect residents against the consequences of these disasters.[1]
Mogadishu (capital city of Somalia)has a Drainage Master Plan, developed in 2018 by the Government implementedassignment, which provides a pragmatic assessment of drainage issues achievedwithout extensive modelling, and drainage system design based on simplecalculations for run-off and capacity, and basic engineering principles. Theassessment has yielded extensive plan that provides an excellent starting pointfor detailed design and implementation. However, there has not been a quantifiedrisk assessment, and therefore no systematic and defendable way of estimatinglosses, damages or other impacts, or benefits, or means of justifying and prioritizingsome interventions over others.
Hargeisa (second largest city inSomalia, after Mogadishu), have not specifically been the focus for any floodrisk assessment or analysis.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
