ASSIGNMENT DESCRIPTION
This selection intends to analyze the customer and business ecosystem to identify new opportunities for an FI establish green micro housing finance business and provide insights on the opportunities that exist (both demand and supply side) in green micro housing finance and help propel growth in this segment.
The objectives of the market study are (as follows but not limited to):
1. To identify and assess the potential and actual demand for green micro housing finance among lower-income groups. Assess the difference in preferences of male and female target groups.
2. To assess the complete value chain of supply of green construction materials, including type of material, availability of materials, timeframe to deliver materials to the construction site, price of materials, comparison of price of green construction material to regular construction material, and cost-benefit analysis.
3. To assess the consumption pattern of the target segment in terms of energy and water through the construction material and type of appliances being used including solar panel / solar water heater and the utility expenses if any.
ELIGIBILITY

- Interested parties should demonstrate in their proposal that they have the qualifications necessary to conduct the demand feasibility survey for green micro housing finance:
- Proven experience in research and analysis related to financial sector issues, particularly in green housing finance, affordable housing, and micro housing sectors. Expertise in conducting market studies, surveys, and interviews, with knowledge of econometric modelling and gap analysis.
- Strong understanding of the green building and construction industry in India, with experience in sustainable and eco-friendly housing solutions, particularly in low-income segments.
- Knowledge of the Indian housing market, especially green housing finance, affordable housing, and micro housing initiatives, is an asset.
- Demonstrated ability to draft comprehensive reports with high command of the English language.
- Familiarity with local Indian languages, particularly in rural and semi-urban markets, is considered an asset.
- Good understanding of India’s regulatory and institutional frameworks for green finance, particularly in the housing and micro finance sector.
- Deep knowledge of banking, microfinance, and product development, with experience in developing green finance products tailored to low-income groups, including micro housing finance.
- Understanding of the constraints and opportunities in scaling green affordable housing, especially in terms of supply chain and consumer adoption.
- Strong grasp of operational process flows within financial institutions, especially microfinance institutions and non-banking finance companies, is considered an asset
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).
Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents.
The EOI submissions needs to be maximum 25 pages/slides (including Annex) mandatorily.
Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
