ASSIGNMENT DESCRIPTION
TheSolomon Islands Government (SIG) aims to provide morereliable, sustainable and affordable electricity for its people as one of thenational development priorities. In accordance with the current Solomon IslandsNational Energy Policy (SINEP) 2019, SIG wanted to increase access toelectricity for urban households to 80 percent by 2025 and for rural householdsto 40 percent by 2025. To address this priority, the Ministry of Mines Energyand Rural Electrification (MMERE) is establishing an Electricity Sector Planning Agencywithin the Ministry. A least cost geospatial plan is envisaged to be acomprehensive action plan for developing, financing and implementing theelectricity sector access program nationwide. Good practice and experience fromcountries that have already achieved near-universal access or as well advancedon their roadmaps, clearly indicate that the cumulative investment financingrequirements of the plan will be consideration and must be raised in aprogrammatic and sustainable manner.
As such we are looking tohire a consulting firm or consortium (the Consultant) to prepare a GIS databaseof relevant layers and ageospatialleast-costelectrificationoptions to assist MMEREto complete the National Electrification Plan for achieving Solomon Islands electrificationtargets. The detailed geospatial analysis will consider, based on good practiceand international experience, possible least-costoptions forelectrification, provide a sound strategic basis to implement systematicallystaged grid extensions and the deployment of off-grid technologies (mini-gridsand standalone systems) powered by cost-effective renewable energy supply whereappropriate, and indicative investment requirements for on-grid and off-gridaccess delivery modalities.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
