ASSIGNMENT DESCRIPTION
The World
Bank has leveraged resources from the ID4D Trust Fund to support the Government of Eswatini by
recruiting a firm to assess Eswatini’s digital readiness and develop a
comprehensive roadmap for modernizing the civil registration (CR)/identification (ID) system, ensuring it becomes more inclusive, secure, and interoperable with key sectors such as social protection and financial services. Specific objectives include:
- Foundational Aspects: Modernize the National Population Register (NPR) to ensure inclusivity, accuracy, and security.
- Social Protection Use Case: Integrate the NPR with the social registry to better target social protection programs and improve the delivery of services to vulnerable populations.
- Financial Sector Use Case (e-KYC): Develop the infrastructure and processes to enable financial institutions to leverage the NPR for cost-effective identity verification.
The project will be divided into three main phases: Phase I (Digital Readiness Assessment), Phase II (Roadmap Development) and Phase III(Validation of Findings and Roadmap). Each phase will address the foundational aspects, social protection integration, and e-KYC for the financial sector.
Deliverables
for Phase I:
- Digital Readiness Assessment
Report:
A comprehensive assessment of the current CR/ID system, its legal and
institutional frameworks, and readiness for digital transformation.
- Foundational Assessment: Detailed insights into the status
of the NPR, including infrastructure, data quality, and security gaps.
- Social Protection Analysis: Specific recommendations for
integrating NPR data with social protection programs and specifically, in
design of the Social Registry Information System (SRIS).
- e-KYC Assessment: Specific recommendations NPR-enabled
e-KYC processes and recommendations for overcoming identified barriers.
Deliverables
for Phase II:
- Roadmap Document: A detailed, costed roadmap
for the modernization of the CR/ID system, including technical
specifications, timelines, and responsibilities.
- Foundational Modernization Plan: A phased plan for upgrading
the NPR, improving coverage, and ensuring interoperability with other
government databases.
- Social Protection Integration
Plan: A
comprehensive roadmap for interoperability of the NPR with the national
social registry, including timelines and budget estimates.
- e-KYC Implementation Plan: A comprehensive roadmap for
enabling NPR-based e-KYC services, including technical specifications and
a pilot project with financial institutions.

Workshop Report: A report summarizing the feedback and decisions from the
validation workshop, incorporating stakeholder inputs into the finalized
assessment.

The World Bank Group intends to finance the assignment / services described below under the following:
ELIGIBILITY
Relevant Experience: Proven track record in civil registration, national ID systems, digital transformation, and interoperability with government sectors (e.g., social protection, financial services).Technical Expertise: Specialized knowledge in IT systems architecture, biometric systems, business process reengineering, and digital identity management.Team Capacity and Management: Adequate resources and experienced staff, with strong project management and oversight capabilities.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
