Indonesia’s power sector is undergoing rapid transformation, marked by increased decentralization and growing penetration of Distributed Energy Resources (DERs) such as rooftop solar photovoltaic (RSPV), electric vehicle charging systems (EVCS), battery energy storage systems (BESS), and flexible demand. PT PLN (Persero), Indonesia's state-owned electricity utility, would like to prepare a Distributed Energy Resource (DER) Roadmap to support this transition. The World Bank is supporting PLN in this effort and seeks qualified consulting firms to assist in developing this roadmap and designing pilot projects to initiate its implementation.
The primary objectives of this consultancy are to:
· Develop a comprehensive DER roadmap for PLN for 2025–2035, based on different DER penetration scenarios.
· Design pilot projects in three selected locations to begin roadmap implementation.
The consultant will support PLN and the World Bank in preparing the roadmap through the following activities:
· Assessment of Current DER Landscape and Regulatory Context: Review PLN's DER infrastructure, policies, and regulations, along with international best practices.
· Development of DER Integration Scenarios: Define "business-as-usual" and "accelerated" DER adoption scenarios, with associated policy, market, and engagement frameworks.
· Technical Requirements for DER Integration: Identify technical standards, grid management practices, and infrastructure upgrades required for DER adoption.
· Preparation of a DER Roadmap: Develop a phased roadmap for 2025-2035 with short-, medium-, and long-term milestones.
· Pilot Project Design: Design and propose implementation plans for pilot projects at three locations, focusing on grid readiness and DER hosting capacity.
The selected consulting firm must demonstrate:
DER Roadmap Development and Strategic Energy Planning: Proven experience in designing DER strategies and roadmaps for large, centralized utilities, preferably in developing countries or regions with centralized electricity structures.
Power Systems Engineering and Grid Modernization: Strong expertise in DER integration into distribution grids, grid modernization technologies (e.g., grid storage, smart inverters), and grid management practices that ensure stability and reliability amid high DER uptakes.
Regulatory and Market Analysis: In-depth knowledge of electricity regulatory environments, particularly in single-buyer market structures. Experience with policy design, tariff structuring, and regulatory reform for DER integration is critical. Having specific experience in Indonesia is an advantage,
Customer Engagement and Protection Expertise: Familiarity with customer engagement and protection frameworks, particularly related to DER adoption, data privacy, and equitable access strategies. Demonstrated experience in developing customer-oriented programs and public communication strategies for energy utilities is preferred.
Project Management and Stakeholder Engagement: Proven project management skills with experience engaging diverse stakeholders, including regulatory bodies, customers, technology providers, and internal utility teams.
