ASSIGNMENT DESCRIPTION
The World Bank is supporting the Government of Indonesia to enhance urban mobility systems through the Indonesia Mass Transit Project (MASTRAN). As part of this initiative, this assignment focuses on incorporating disaster risk management and climate change adaptation into the planning and development of Bus Rapid Transit (BRT) systems in the Semarang and Surabaya Metropolitan Areas.
The objective is to conduct resilient urban mobility diagnostics, evaluate investment options, and create conceptual designs for resilient BRT systems in these cities. This will involve conducting multi-hazard risk assessments, reviewing BRT investment option, reviewing existing guidelines, and developing emergency response mechanisms. The assignment will produce the following deliverables:
1.Inception Report: Outlining the methodology, work plan, and stakeholder engagement and communication plans.
2.Resilient urban mobility diagnostics and investment options for two selected metropolitan areas: Review of the feasibility studies and develop travel demand projection using travel demand modeling, develop BRT service plans, conducting multi-hazard risk assessment, prioritizing mitigation measures, and investment options.
3.Updated Technical Guidelines: Updating resilience-building standards for urban transit systems based on international best practices and insights from Semarang and Surabaya.
4.Emergency Response Mechanisms: Develop guidelines and plans tailored to the transit systems in the selected metropolitan areas.
5.Study Tour Program: Develop and organize a program to learn from global best practices in resilient urban mobility systems.
6.Final Report and Workshop: Summarizing the outcomes, lessons learned, and next steps.
The World
Bank Group invites eligible firms to indicate their interest in providing the
services. Interested firms must provide
information indicating that they are qualified to perform the services
(brochures, description of similar assignments, experience in similar
conditions, availability of appropriate skills among staff, etc. for firms; CV
and cover letter for individuals).
Please note that the total size of all attachments should be less than
30 pages.

Shortlisted
consultants will be invited to respond to a Request for Proposal. Contract
awards will be made in accordance with the World Bank Group Procurement
Policies and Procedures.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
