ASSIGNMENT OVERVIEW
Assignment Title: Pacific Labor Mobility Survey, Wave 2
Assignment Countries:
- Kiribati
- New Zealand
- Solomon Islands
- Samoa
- Vanuatu
ASSIGNMENT DESCRIPTION
The Pacific Labor Mobility Survey (PLMS) is a large longitudinal survey of Pacific temporary migrant workers, their households and home communities. The PLMS' overarching goal is to (i) inform labor mobility policies in the Pacific region by assessing the development impacts of different types of labor mobility programs on workers, their households and communities; and (ii) improve the evidence base on Pacific labor mobility by providing independent, representative, and publicly available quantitative data on Pacific migrant workers and their families. Wave One of the PLMS was completed in March 2023. It surveyed 2,085 Pacific workers who were working in the Australia Labour Mobility (PALM) and Recognised Seasonal Employers (RSE) schemes in Australia and New Zealand; and 4,241 households across Kiribati, Tonga and Vanuatu. There were approximately 400 pairs of matched workers and households among the respondents of Wave One. The analytical outputs from Wave One have been widely featured in the media and contributed to significant public debates around labor mobility in the Pacific.
The PLMS Wave Two is planned to roll out in late Q1 2025 and be completed by end of 2025. It is expected to reinterview the same respondents from Wave One, with replacement for attrition. The survey will also expand to three additional countries: Fiji, Samoa, and Solomon Islands. The PLMS Wave Two will address new policy questions while continuing to provide independent, comprehensive, and representative data on Pacific migrant workers and households. Completion of Wave Two will make the PLMS the first panel survey of this nature in the Pacific, and the only one in the world focused on migration with linked worker-household data.
The PLMS Wave Two consists of a worker survey in Australia and New Zealand and a household survey in six Pacific countries, namely Fiji, Kiribati, Samoa, Solomon Islands, Tonga, and Vanuatu. The worker sample will include PALM and RSE workers from the six Pacific countries, including those interviewed in Wave One and returned home, and replacement for attrition. The household sample will include (i) worker households interviewed in Wave One, including replacement for attrition, (ii) households of new workers interviewed in the Wave Two's worker survey and (iii) a representative sample of non-sending households, i.e. households without at least one member participating in either the PALM or RSE scheme.
The World Bank is seeking a qualified and experienced consulting firm to carry out the PLMS Wave Two. The scope of work includes two main components: i) to design the survey instruments and fieldwork monitoring tools across eight targeted countries, and ii) to conduct data collection and clean the raw collected data in the following countries: Kiribati, Samoa, Solomon Islands, Vanuatu, and New Zealand. Data collection in Fiji, Tonga, and Australia is not included in this contract and will be contracted separately.
The selected firm will report to and work closely with the World Bank’s Task Team, which consists of World Bank staff from the Social Protection and Jobs Global Practice. Please refer to the enclosed Terms of References for further detail.
