ASSIGNMENT DESCRIPTION
During the second half of the
20th century, Colombia experienced a rapid urbanization process, with over 75
percent of the population living in cities. Cities provide services for wider
territories and are the core of territorial economic development, accounting
for 85 percent of GDP production. Within urban areas, city centers have evolved
into the core political, economic, and cultural hubs of cities. City centers
have a concentration of productive and economic activities six times higher
than the rest of the city and of governmental amenities eleven times higher.
Central areas also preserve symbolic elements and, in more than 55% of the
cases, are linked with the image that represents the municipality’s identity.
In terms of commuting, trips to city centers are significantly higher compared
to other areas. The high concentration of economic, social, and cultural
activities in city centers can lead to the deterioration of infrastructure and
the physical environment, vehicular congestion, environmental pollution, and
increased actual and perceived insecurity.
To deepen the understanding
of the current situation of city centers in Colombia and develop strategies to
improve their functionality, Colombia’s Departamento Nacional de Planeación,
with the support of the World Bank, aims to develop a National Program for
Inclusive Revitalization of City Centers (PRICC). The objective of the
PRICC is to improve physical, economic, social, and cultural relevance
conditions in city centers. The program must comprise a set of revitalization
strategies that can be applied differently in city centers, taking into
consideration relations between physical interventions, and economic, social,
cultural, financial, and governmental actions, while considering the effects on
climate change. The program's design must also include the institutional
framework for its implementation in consideration of involved actors and their
institutional, fiscal, and technical capacity, among others. To inform the
design of the PRICC, four cities will be used as pilots.
The firm must develop the
first of two phases of the design of the PRICC in three stages: 1.Preparation:
Review of existing information provided by the Departamento Nacional de
Planeación and other sources and definition of the work plan. 2. Diagnosis:
Consolidate the characterization and diagnosis of city centers at the national
level and develop the city center diagnosis for four pilot municipalities. The
diagnosis must consider existing information and include further research with
a focus on quantitative data. 3. Conceptualization: Draft a
conceptualization for the PRICC including: a. Overview, b. Description
containing the institutional, fiscal, governance, and planning frameworks, c.
Assessment of potential risks, d. Expected results and outcomes, e. Any other
relevant information for the conceptualization of the program.
The design of the PRICC must
contribute to the achievement of the Sustainable Development Goals,
particularly SDG 11 “Make cities and human settlements inclusive, safe,
resilient, and sustainable”. PRICC must take into consideration the priorities
of the Country Partnership Framework established between the World Bank and the
Government of Colombia, including social inclusion, the sustainable and
inclusive transformation of the economy, the strengthening of resilience to
climate change, and the promotion of low carbon transitions. In addition, the
PRICC must be aligned with the Government of Colombia National Development Plan
2022-2026 “Colombia, a global power for life” which prioritizes the promotion
and management of downtown areas as one of the components.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
