ASSIGNMENT DESCRIPTION
The Department of Social Development of the World Bank seeks to employthe services of a firm to implement a mixed method survey of LGBTIQ+ people in Brazil.The research aims to collect and analyze data on the labor market outcomes ofLGBTIQ+ people and their experience of violence, which can be used to estimatethe economic cost of exclusion through a methodology developed by the WorldBank team. The research will build on previous work implemented by the WorldBank in North Macedonia and Serbia[1], including all relatedmaterials, i.e., questionnaire and economic model.

ELIGIBILITY
Eligibility restrictions apply:
(a) finalize the design of
the survey questionnaire (draft questionnaire will be provided by the World
Bank), including necessary translations;
(b) test and validate the
questionnaire and make necessary refinements;
(c) elaborate a sampling
design for the online survey with the appropriate oversampling strategy for the
required subgroups;
(d) administer the data
collection using a secure online platform taking into consideration the World
Bank’s Privacy Policy[1];
(e) develop a
communication and outreach plan to disseminate the survey among LGBTIQ+ people;
(f) design and implement deep-dives
in 4 cities as specified above for additional in-person data collection,
including necessary training for local partners;
(g) provide regular
updates on the data collection progress to the World Bank team and adjust
promotion/recruitment strategies as needed to target audiences to achieve the
targets identified in the sampling strategy;
(h) implement data entry,
quality control, and cleaning;
(i) provide cleaned database
with full set of microdata originating from online and in-person surveys;
(j) data analysis in
accordance with recognized methodological practices for statistical samples,
taking into account intersectional aspects;
(k) prepare basic
descriptive statistics and cross tabulations;
(l) production of a final
research report in English estimating the economic cost of exclusion in Brazil
using the methodology developed by the World Bank; and
(m) organize and
facilitate regular meetings with the World Bank team, LGBTIQ+ CSOs, and other
relevant stakeholders throughout the course of the research to seek feedback
and guidance.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
