Assignment Title:
Enhancing Home-Based Support to Early Learning in Iraq: Logistical
Implementation Firm
ASSIGNMENT DESCRIPTION
The Iraq “Read@Home”
activity is initiated in response to the early childhood education (ECE) goals
laid out under the Government of Iraq’s recently launched Iraq National
Education strategy. The “Read@Home” activity will pilot a home support program
that equips caregivers with resources, skills, and guidance to aid their
children's development and learning. Given the low early childhood education
(ECE) coverage in Iraq, this activity supports home-based early learning for
children aged four to six who are not enrolled in ECE institutions. The present
Terms of Reference (ToR) seeks to contract a “Logistical Implementation Firm”
to work with a pre-selected Technical Implementation Firm to implement a home
support program for children aged 4 to 6 through three main activities.
1)
Distribute books and
materials to distribution points/homes on the ground in Iraq (at minimum 5
books per household).
2)
Directly train caregivers
or support the remote training of caregivers (to be conducted by the Technical
Implementation Firm) on how to encourage children’s home learning in
communities and at home and implementing follow-up reminders.
3)
Collect ongoing data to
monitor implementation on the ground and contribute to an impact evaluation
program on efficacy.

ELIGIBILITY
Experience and skill
sets expected of the Consulting Firm:

A strong background in project management and implementation in Iraq and
has the necessary skills to coordinate, and execute the various activities
involved in the pilot, with a commitment to transparency and detailed reporting
on progress and outcomes.

Capabilities to travel
to remote areas in Iraq.

Strong track record of organizational and communication
skills to effectively engage with the targeted audience.

Experience in training
and capacity building to conduct effective training sessions.

Familiarity with Iraq’s
cultural and linguistic nuances, to efficiently support the technical
implementer.

A history of productive
partnerships and strong networking with relevant stakeholders, such as local
schools, libraries, community organizations, and government agencies to
facilitate the smooth implementation of the program and enhance its reach and
impact.

Knowledge of data
collection methods and impact evaluation would also be beneficial to accurately
assess the program's effectiveness.

Supply chain management requirement for book distributing and keeping.
SUBMISSION REQUIREMENTS
The World Bank Group
invites eligible firms to indicate their interest in providing the services.
Interested firms must provide information indicating that they are qualified to
perform the services (brochures, description of similar assignments, experience
in similar conditions, availability of appropriate skills among staff, etc. for
firms; CV and cover letter for individuals). Please note that the total size of
all attachments should be less than 5MB. Firms may associate to enhance their
qualifications unless otherwise stated in the solicitation documents. Where a
group of firms associate to submit an EOI, they must indicate which is the lead
firm. If shortlisted, the firm identified in the EOI as the lead firm will be
invited to the request for proposal (RFP) phase.
Expressions of Interest
should be submitted, in English, electronically through WBGeProcure RFx Now
NOTES
Following this
invitation for EOI, a shortlist of qualified firms will be formally invited to
submit proposals. Shortlisting and selection will be subject to the
availability of funding.
Only those firms which
have been shortlisted will be invited to participate in the RFP phase. No
notification or debrief will be provided to firms which have not been
shortlisted.
