Assignment Title: Economic and Financial Inclusion of the LGBTI+ population in Colombia.

ASSIGNMENT DESCRIPTION
The FIG Upstream and Advisory team is seeking to hire an individual or a firm to conduct an in-depth market and context assessment of the economic and financial inclusion of the LGBTI+ population in Colombia, to identify potential opportunities for the LGBTI+ population to access to financial services.
The focus on the LGBTI+ population will include those who self-identify as lesbian, gay, bisexual, trans, intersexual, queer, or any other sexual orientation and gender identity that differs from cis-gendered / heterosexual. For the purposes of this assignment, we will use the acronym of LGBTI+ to refer to this population.
This study is intended to focus on the perspective of a financial institution exploring a new market segment in which they can find a potential business case, as well as information that can allow financial institutions to develop meaningful value propositions that are tailored for the profiles, needs, aspirations and pain points of LGBTI+ segments.
This project is a first for IFC and a first globally for the entire World Bank Group to focus on this specific segment.

ELIGIBILITY
Eligibility restrictions apply:
Interested firms are expected to fulfill the
following requirements:
(1) Consulting firms with a track record in market
research in Colombia (and other countries in Latin America as desirable).
(2) Market research specialization should include
understanding the demand and challenges of the bottom of the pyramid segments
such as low-income populations, micro entrepreneurs, rural populations, women,
migrants and displaced populations. Experience with LGBTI+ population is highly
valued.
(3) Expertise should include the market assessment focused
on financial inclusion; capabilities, talent and employability; and
entrepreneurship potential of the target populations.
(4)
Strong networks in the
countries of focus that facilitate the primary and secondary research to be
conducted.
(5) Demonstrated experience with qualitative research
techniques; as well as conducting
and managing quantitative market assessments.
(6) Demonstrated excellent understanding of the
assignment.
(7) The ability to work effectively and with high-quality
towards tight deadlines and to deliver all deliverables in English, and Spanish.
(8)
Experience in working with development finance
institutions (DFIs) and a range of key stakeholders including the private
sector, government agencies, UN agencies and international donors.
(9)
The ability to propose
remote methodologies for primary data collection, and to work in restricted
mobility environments.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
