ASSIGNMENT DESCRIPTION
The World
Bank Group (WBG) is carrying out a situational assessment survey on childcare
in Malaysia. This survey aims to fill the data gap on early childhood care and
education (ECCE) quality as well as understanding household’s perspective on
childcare provisions and challenges, focusing on the following research
questions:
i.
What factors and obstacles affect
household decisions on enrolling children in childcare centers in Malaysia?
ii.
Does enrollment in childcare centers
facilitate mothers' employment? What is the reservation wage for women?
iii.
What
aspects of quality in childcare centers are most important to parents, and how
much are they willing to pay for these features?
iv.
What factors determine the
profitability of private childcare centers?
Two surveys will be administered looking at the (i)
supply-side (childcare centers - TASKA), and (ii) the demand-side (parents,
specifically mothers). The survey modules for TASKA will include the profile of
the centers, the type of services provided, costs, aspects of quality, and the
availability of seats. While the survey modules for parents will include the
profile of the respondent, household information, employment, reservation wage,
attitudes towards women’s employment, childcare arrangements, attitude towards
and willingness-to-pay for childcare.

ELIGIBILITY
Eligibility restrictions apply:
- Minimum of 5 years of experience managing and
overseeing data collection for large-scale surveys (>2,000 respondents)
- Have undertaken at least 3 survey missions over
the past 10 years in Malaysia, or at least Klang Valley.
- Have at least 3 years of experience in database
creation and management.
- Have at least 3 years of experience managing large
teams (>30 people).
- Experience ensuring the confidentiality of data.
- Experience conducting CAPI and paper-based
surveys.
- Demonstrated ability to communicate regularly and
efficiently with the WBG team, noting progress and difficulties
encountered.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate
their interest in providing the services. Interested firms must provide
information indicating that they are qualified to perform the services
(brochures, description of similar assignments, experience in similar
conditions, availability of appropriate skills among staff, etc. for firms; CV
and cover letter for individuals). Please note that the total size of all
attachments should be less than 5MB[DH1] . Firms may associate to enhance their qualifications
unless otherwise stated in the solicitation documents. Where a group of firms
associate to submit an EOI, they must indicate which is the lead firm. If
shortlisted, the firm identified in the EOI as the lead firm will be invited to
the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified
firms will be formally invited to submit proposals. Shortlisting and selection
will be subject to the availability of funding.
Only those firms which have been shortlisted will be
invited to participate in the RFP phase. No notification or debrief will be
provided to firms which have not been shortlisted.
