ASSIGNMENT DESCRIPTION
The “Read@Home” activity
is initiated in response to the early childhood education (ECE) goals laid out
under the Government of Iraq’s recently launched Iraq National Education
strategy. The Iraq “Read@Home” activity will pilot a home support program that
equips caregivers with resources, skills, and guidance to aid their children's
development and learning. Given the low ECE coverage in Iraq, this activity
supports home-based early learning for children aged four to six who are not
enrolled in ECE institutions. The present terms of reference (ToR) seek to
contract a “Technical Implementation Firm” to design and pilot a home support
program through six main activities:
1)
Identify and select
age-appropriate reading books from open-source catalogs, making necessary adaptations.
2)
Develop guidance
materials for caregivers using resources from the World Bank’s Read@Home
program and the Early Learning Resource Network.
3)
Create an implementation
strategy for book distribution, caregiver training, and remote support.
4)
Develop a training guide
and support materials, and conduct caregiver training.
5)
Monitor progress and
support a separately-contracted Logistical Implementation Firm.
6)
Implement an impact
evaluation to assess program effectiveness, working with the Logistical
Implementation Firm to collect and disseminate data.

ELIGIBILITY
Experience and skill
sets expected of the Consulting Firm:
- A strong background in education, child development, or a closely
related discipline, demonstrating an extensive
comprehension of early literacy strategies and principles in Arabic.
- A strong track record of effectively
developing, implementing, and assessing early literacy and educational
programs, with a particular focus on the MENA (Middle East and North
Africa) region or contexts similar to Iraq.
- Experience in designing and implementing training programs that
emphasize literacy and language development for caregivers, educators, or
parents.
- Familiarity with Iraq’s cultural and linguistic nuances, to ensure
the program’s relevance and effectiveness.
- A history of productive partnerships with government bodies,
educational institutions, and community organizations to foster collective
action towards literacy goals.
- Robust organizational skills to manage complex projects, with a
commitment to transparency and detailed reporting on progress and
outcomes.
- Experience in conducting impact evaluation to assess the
effectiveness of the pilot and the ability to produce an impact report and
present the report and a dissemination strategy to the client (GoI)
- Ability to work with a third local party to ensure the smooth roll
out and implementation of the pilot.

Interested firms must provide information indicating that they are qualified to
perform the services (brochures, description of similar assignments, experience
in similar conditions, availability of appropriate skills among staff, etc. for
firms; CV and cover letter for individuals). Please note that the total size of
all attachments should be less than 5MB. Firms may associate to enhance their
qualifications unless otherwise stated in the solicitation documents. Where a group
of firms associate to submit an EOI, they must indicate which is the lead firm.
If shortlisted, the firm identified in the EOI as the lead firm will be invited
to the request for proposal (RFP) phase.

NOTES
Following this
invitation for EOI, a shortlist of qualified firms will be formally invited to
submit proposals. Shortlisting and selection will be subject to the
availability of funding.
Only those firms which
have been shortlisted will be invited to participate in the RFP phase. No
notification or debrief will be provided to firms which have not been shortlisted.
