1. BACKGROUD INFORMATION
The West Cairo Region (WCR) is a rapidly growingsubregion in Greater Cairo with an estimated population of over 8 million. The urban population in Greater Cairo isexpected to increase from 20.9 million in 2020 to 28.5 million by 2035. WCR encompasses both existingsettlements (cities and villages) and new cities. It hosts several importanteconomic and social assets, including three airports, four industrial zones,and one of Egypt’s largest public transportation hubs. The Region’s varywidely, from historic sites and tourist attractions to residential andcommercial areas. It has experienced significant urban development, combining modernurban areas with shopping centers, businesses, and residential neighborhoodsalongside more traditional and rural areas.
However, WCR faces a series of challenges according toregional and city plans, studies and reports. These include an uncontrolled urban sprawl, mobilityinfrastructure developed without integrated planning, real estate pressure onagricultural land, and an unbalancedterritorial developement compared to East Cairo. However, these areopportunities to strengthen linkages between new cities and existingsettlements, improve urban governance, and spur economic development through integratedterritorial planning. Forward looking plans and investments can promotebalanced urban growth in WCR and other subregions within Greater Cairo.
The subregion is characterized by a fragmented urbanpattern with both existing and new settlements. Existing settlementsfall under the jurisdiction of Giza Governorate, which is subordinate to theMinistry of Local Development (MoLD). Giza is the most prominent city, with acurrent population of about 4 million inhabitants. The six new cities in WCR – likeall new Egyptian cities - are administrated and governed by the New UrbanCommunities Authority (NUCA), which operates under the Ministry of Housing,Utilities, and Urban Communities (MoHUUC).
The main objective of this assignement is to formulatean integrated development strategy for West Cairo Region, including a spatialplan and a comprehensivevision for the subregion. This strategy will prioritize key sectors fordevelopment. The project is led by MoHUUC and NUCA, funded by the SwissState Secretariat for Economic Affairs(SECO) with technical support fromthe World Bank.
Six new cities in the westernpart of the Greater Cairo Region (GCR) - 6th of October, Sheikh Zayed, New October, New Zayed(Extension of Sheikh Zayed City), October Gardens and New Sphinx City - areunder the jurisdiction of NUCA.
The West Cairo Region has significant regionallinkages, including Sadat new city, reclamationprojects in Nubareya and the New Delta, Alexandria, the Northwest Coast, andthe New Valley Governorate.
2. OBJECTIVES
The specific objectives of thisassignment are to (i) developnew models of development for West Cairo by formulating future spatial growthscenarios (spatial plans), (ii) propose related policy reforms, (iii) conductdedicated analyses using innovative tools (e.g.,remote sensing, spatialmodelling) on focus areas such as walkability, transit-oriented development,greenery, climate adaptation and urban productivity, and (iv)identify, prioritize and sequence key investments and/or reform areas.
This West CairoRegion Spatial/Structural Plan will build on existing national governmentstrategies, including Egypt’s Strategy for Sustainable Development(Egypt’s Vision 2030), the National Strategic Plan for Urban Developent2052, the Strategic Framework for Environmental Sustainability andResilience, the National Climate Change Strategy 2050, andthe Egypt’s Digital Platform (see indicative list in Annex A).
The WCR Spatial/Structural Plan is part of a broader smart cities strategy(SCS) carried at the national level (National Strategy for Smart and Sustainable NewEgyptian Cities), for which a parallel Request for Proposal was launched.The national SCS aims to promote sustainable and resilienturbanization in Egypt’s new urban communities, creating a forward-thinkingframework that integrates innovative technologies, sustainable practices, andinclusive urban development principles. The strategy covers several pillars, including urban development, sustainable environment, institutional development and governance, economy, mobility and transportation, utilities and infrastructure, information and communications technology (ICT) and data platforms.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
