ASSIGNMENT DESCRIPTION
Climate Business is one of the strategic priorities of the World Bank Group. The Financial Institutions Group (FIG) of IFC provides investment and advisory services to financial institutions (FIs) to help them establish profitable climate business and scale up financing of climate friendly projects. The focus is to support FIs, especially IFC’s clients build viable and scalable climate finance operations, leverage their client base and partnerships between FIs and market players such as energy service companies, equipment vendors, international supply chains and various players who support the promotion of climate smart investments and emission reduction.
In the course of its climate agenda, IFC is leveraging its expertise through the Blue Finance Program, towards developing financial market solutions to address depletion of the blue economy and scarcity of clean water resources in order to create an enabling environment and upscale the movement of capital towards blue projects. IFC has also published in 2022, the guidance for Blue Finance which identifies eligible blue project categories to guide IFC’s investments to support the blue economy, in line with the Green Bond Principles and Green Loan Principles. This document will form the basis for the activities laid out in this ToR (https://www.ifc.org/en/insights-reports/2022/guidelines-for-blue-finance).
For Viet Nam as the green business grows there is a need to look closely at establishing a Blue Finance Program. For this, there is a need to develop insights to identify potential blue sectors, business models, opportunities, market gaps, financing needs and potential partners/clients IFC has an opportunity to collaborate with in the area of Blue Finance in Viet Nam.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.
Scope of Work:
For Viet Nam, Cambodia and Laos:
1) Global blue finance market size and global growth trends including climate change threats and impacts on the blue economy. This should also cover trends in Asia and expected growth/ impact in the region with a special focus on Viet Nam, Cambodia and Laos.
2) Overview of Viet Nam’s blue economy and impact of blue economy on Viet Nam’s GDP and growth. Similar analysis for Cambodia and Laos – all covering regulatory trends.
3) Market size for blue assets in Viet Nam, Cambodia and Laos markets (separately and for the region together) and what is the financing gap overall (focus on SMEs and Corporates operating in the sector).
For Viet Nam:
4) Key segments in blue that have opportunity for growth and financing in Viet Nam and an overview of each segment including but not limited to, definition, market size, challenges, financing needs, relevant technologies and certifications. Potential ESG risks to be identified.
5) Geographic focus of such segments within Viet Nam (location, opportunities, vulnerability) with examples and starter pipeline list of SME and corporates.
6) Key challenges/ risks in financing blue assets in Viet Nam and mitigants including climate physical risks affecting blue sectors.
7) Players who finance blue assets in the market including DFIs, impact lenders, domestic FIs etc. along with market sentiment for Blue Bonds/ Loans.
8) The need for blue specific climate risk management policy and appetite for adoption by banks.
9) Blue carbon credit potential in the Vietnam market.

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
