ASSIGNMENT DESCRIPTION
IFC aims to conduct a regional overview of the status of women as employees and leaders across 10 ASEAN countries in the insurance sector by examining various aspects such as the current state of women's employment, the presence of internal gender-inclusive policies, skill gaps, and factors that limit women's representation in the industry. The study aims to identify opportunities to improve gender balance and accelerate the inclusion of female insurance professionals, particularly in leadership positions. The goal is also to draw insights into the link between gender diversity in the industry and the availability of regulatory gender-responsive policies that address the needs of women employees.
IFC wants to hire a consultant firm to develop the methodology in consultation with IFC's project team. The firm will comprehensively assess females employed in the insurance industry who are members of IFC's partner. This assessment will gather data on gender diversity, employment status, insurance coverage, the enabling environment, and skill gaps. The research approach will include surveys, focus groups, and interviews. The survey will be distributed to all participating members of IFC's partner, and their responses will be analyzed and incorporated into the final deliverable. The Focus Group Discussions and interviews will be conducted in select countries, with some sessions organized virtually.
Data collection should includebut not limited to:
·A comprehensive literature review to examine the presence and extent of gender-responsive regulatory policies within the ASEAN insurance industry.
·A baseline Human Resources survey to assess the insurance industry's gender-responsive policies, practices, and statistics.
· A human resources baseline survey comprised of HR policies and practices and HR statistics.
·Employees' perceptions through qualitative staff survey conducted across various levels of staff up to management among IFC’s partner's insurance and reinsurance members.
·Focus Group Discussions with women and men at different levels within a selected group of insurance companies.
·Interviews with stakeholders such as senior male and female executives and other industry experts.
·Surveys and KeyInformant Interviews with male and female regulators to assess perceptions and perceived impact of gender-responsive policies within the industry.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
