This assignment seeks to provide Palau Energy and Water Administration (PEWA) and Palau Public Utilities Corporation (PPUC) with technical assistance on energy and water sectors. The assignment includes two sub-components. The first sub-component will provide PEWA with relevant resources including legal, regulatory and institutional framework review, good practices and recommendations and implementation plans in order to improve the regulation and oversight of the renewable energy interventions and investments. The second sub-component will assist PPUC in developing sustainable and resilient investments on the power and water infrastructure. The assignment will be conducted under the leadership of the PEWA and PPUC and coordination from the World Bank and involve consultations of Ministry of Finance of the Government of Palau, other stakeholders at the Ministry of Public Infrastructure, Industries and Commerce and other development partners. The assignment might be carried out by separate firms or a joint venteure of two firms depending on the feedback from PEWA and PPUC.
The World Bank seeks the services of qualified consultant firms to assist PEWA and PPUC on: (1) renewable energy legal and regulatory framework and (2) power & water infrastructure assessment, which involves vulnerability assessment against climate and/or natural hazards and development of a resilience investment plan. Experience on these two areas will be required.
