Mental disordersare the largest risk factor for years lived with a disability in Senegal. Thisis compounded by a steady increase in the number of years lived with adisability due to mental disorders (per 100,000 people) in Senegal over thelast decade. Mental health in adulthood is an important determinant of adultproductivity and human capital development. A systematic review andmeta-analysis of available evidence estimates that mental health interventionsare associated with improvements in various labor related outcomes – abilityto work; time spent working; functioning at work; education level; and assets.Additionally, parental mental health influences parenting behavior/health;parenting choices; and parent-child interactions. Parenting, especially inearly childhood, has significant implications on child health; and cognitive,emotional, social, and behavioral development.
In order toaddress growing mental health concerns in Senegal, and the associated impact onboth productivity and human capital development, the World Bank will pilot andassess Self-Help Plus (SH+) in four communes in Senegal. SH+ is a group-based mentalhealth intervention, developed by the World Health Organization (WHO), which teachesparticipants stress management skills. This program will be piloted using thedelivery mechanisms of the Government of Senegal’s social protection program,which is supported by the World Bank. Specifically, cash transfers for thepoorest households and accompanying information-based activities to supportimprovements in human capital development and productive capacity. The SH+pilot will target social protection beneficiaries in Parcelles Assainies,Cherif Lo, Sebikotane, and Thies Nord. SH+ sessions will be facilitated bysocial protection service providers – community workers.
The World Bank isseeking a firm to conduct the following activities: (1) qualitative work forthe transcultural translation and adaptation of psychological survey tools includedin the baseline and endline surveys; and (2) comprehensive baseline and endlinesurveys to assess our translation and adaptation of the SH+ program and material,for the Senegalese context. We anticipate research occurring at three timepointsbetween August 2024 and June 2025.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
